Oxnard grows about a third of California’s strawberries, more than any other city in the state, and Channel Islands Harbor, like Ventura Harbor to the north, is a departure point for boats to the Channel Islands.

The homes, and who sets the rules
In 2020, 53.6% of Oxnard’s occupied homes were owned and 46.4% rented, with 3.72 people per household on average. The Henry T. Oxnard Historic District keeps 142 houses built mostly between 1906 and 1925, and Heritage Square keeps restored Victorian and Craftsman houses.
With close to half of occupied homes rented, a landlord’s rules, and California’s deposit law, shape many move-out cleanings; harbor and beach communities and newer tracts may have associations of their own.
Water, beach towns and renting in Oxnard
The City of Oxnard’s water averaged 418.6 milligrams per liter of hardness across its system in 2025, with samples from 131 to 930. That year it was 31 percent the City’s own wells, 36 percent groundwater from the United Water Conservation District and 33 percent water imported through Calleguas, and a reverse-osmosis desalter treats some of the City’s well water. The beach towns get different water: Silver Strand, Hollywood Beach and Hollywood-by-the-Sea, mostly unincorporated county land, are served by the Channel Islands Beach Community Services District, which also supplies the harbor’s land areas inside the city. Groundwater it gets from United is softened with membrane filtration when the treatment plant is operating, then blended with Calleguas water, and the blend came to about 200 to 210 milligrams per liter: around half the City’s average, though still very hard on the U.S. Geological Survey’s scale.
In the state’s 2020 estimates, 65 percent of Oxnard’s homes were single-family (54.7 percent detached houses, the rest attached), 23.5 percent were in buildings of five or more units and 4.6 percent were mobile homes. More date from the 1970s than from any other decade, 22.7 percent in the Census Bureau’s 2014–2018 survey, and in that survey 9,194 households had more than one person per room, 6,839 of them renters. The City counts 20 privately owned mobile home parks, home to nearly 2,500 families.
By the water, Oxnard Shores, inside the city, was sand dunes subdivided and graded before 1972, and the City has kept a maintenance district for Mandalay Bay’s waterways since 1970. Hollywood Beach, Hollywood-by-the-Sea and Silver Strand began as 1920s subdivisions of more than 2,000 lots on dunes film crews had used as stand-in desert, and county zoning on Hollywood Beach sets a minimum lot size of 1,750 square feet. On a small beach lot, tell the company where its van can park, and keep a mat at each door for the sand.
Renters have City laws of their own: since June 2, 2022, Oxnard’s rent stabilization ordinance has capped most yearly increases at 4 percent for apartment buildings whose first certificate of occupancy was issued before February 1, 1995, and for most tenancies past the first 30 days, a no-fault eviction requires relocation pay of two months’ rent or $5,000, whichever is greater. Deposits are a matter of state law: what a landlord may take from one for carpet is set by California’s Civil Code section 1950.5.

Water: Mostly the City of Oxnard, a blend of its own wells, United Water Conservation District groundwater and water imported through Calleguas; Silver Strand, Hollywood Beach and the harbor’s land areas get the Channel Islands Beach Community Services District’s water, and the water bill names yours.

Questions from Oxnard
Does a request from Oxnard go through this site too?
Yes. Send it from any Oxnard address and you’ll hear whether a cleaner covers your street, with the price agreed before any work.
Why does the shower glass and grout cloud up so fast in Oxnard?
The City’s water averaged about 419 mg/L of hardness across its system in 2025, which the U.S. Geological Survey scale rates very hard, and those minerals dry as white film; in the beach towns served by the Channel Islands Beach Community Services District, a partly softened blend came to about half that, still very hard on the same scale. A machine cleaning removes the film and the soil; a sealer slows its return.
